It varies from state to state. In Minnesota, they call even a traffic ticket a "misdemeanor," even though in normal states they just call it something like an "infraction" and it really completely doesn't matter in any of these states.
There is no doubt in my mind that every cop in Milwaukee knows him by name and address, or at least half of them do. People like him aren't that uncommon. I mean in the way that they're so obnoxious that hundreds of normies know about them even if they've never interacted with them. When my wife worked at a call center there was one woman who every tech support rep knew by name and address, they have over a 1000 agents working in different shifts and offices and everyone knew her even if they had the fortune to have never interacted with her. She was a 70-year-old crazy bitch who insisted on using her ISP-provided email account despite it having an abysmal storage space, I think it was just 50 MB. Twice a day she'd call tech support to clear out her email address because she was too stupid to do so and she would use up all her storage space, what she wasn't stupid enough to do is to spam every single governmental and non-governmental weather and environmental agency she knew with her "readings" of the air quality in her city.

From my best understanding, the Bong equivalent would be an FPN, the sort of thing you get for littering or drinking in a non-drinking zone. You can either pay the fine or go to court and fight it, but it doesn't count as a crime (it's often for a civil offense and issued by civil enforcement officers with delegated powers) - it's not even on the level of a Caution which goes on your criminal record for a limited time before getting scrubbed.
