Have you ever looked into which states have the most unsolved missing person reports? Colorado ranks unusually high for its population. The most common excuse is to blame it on hikers going missing, but Colorado isn't exactly Alaska and isn't an unforgiving place to live (if it was, there wouldn't be so many Californian transplants.) Colorado also has a pretty disproportionate amount of human trafficker convictions. Turning off license plate cameras in Colorado, particularly Denver, would be awfully convenient for that sort of criminal.
