Do you not realize that leftists don't think the problem is there are some bad people on the police, but rather that law enforcement itself is fundamentally evil institution?
I'm aware of that, but my point is that if he wants to found an entirely new law enforcement organization then it makes the most sense to conduct investigations on the NYPD first to prevent the people who don't meet the standards he established from getting into his new organization; failing to do that just means you get the NYPD again but under a different name.

Although it only takes a 51-49 vote to overrule the parliamentarian and the republicans have 53 seats

Obviously an excuse.

They're biding their time and holding the door for the next Democrat administration to declare open season on anyone who opposes the globohomo agenda.

He doens't want to found an entirely new law enforcement org with better people. He wants to eliminate law enforcement as a concept. The whole point of ACAB is that law enforcement is evil, and you can't fix it by putting good people in it. You simply have to get rid of it.

Its a made up 'out' so that elected officials don't actually have to do anything. They can blame the faceless monster while still getting elected while never having to vote on a bill/law.

The Senate writes its own rules. This means someone needs to determine whether or not the rules are followed, someone the entire Senate can respect as having validly interpreted the rules. Thus the parliamentarian.

The problem is the parliamentarian is supposed to be politically neutral, but in the era of TDS, every libtard in the government feels a deep moral obligation to use his office to sabotage the President to whatever extent he can, the actual rules and precedent be damned. Thus, Thune offloading his quiet desire to sabotage the President (he has TDS, but is a Republican, so doesn't want to piss off his voters too much) to the parliamentarian, which in turn is discrediting the parliamentarian among the Senators.
