I think a bit of this is because they're already using goofy rule bending to pass the bill with a simple majority rather than 60 (doing it by reconciliation or 51 votes rather than 60). Catholics believe that if you don't enumerate your sins to a priest and do the assigned penance, you will be tortured by God in purgatory for them. If you're a traditionalist Catholic, you believe you'll be tortured for thousands of years. It's more analogous to talking to a lawyer than a therapist. If you really did commit the crime, you need to tell your lawyer, and no, he shouldn't be required to tell the court you confessed to him. Same with the confessional.
