A lot of it has to do with the information being available on certain sites. You just need enough info about someone (such as their name and city) and from there, you can then pull that person's information and you'd be surprised how much will come up on that one person.
I mean if you have their face, name, and work address already doxxing the rest is laughably simple. In addition to all the aforementioned people-search websites (many of which will match you name, address, and phone number for free if you can provide just one of the three for the person you're searching), in many US counties you can publicly get someone's property/business tax files online using their name and address. If you've paid property tax you probably know the system already.
