I do want this to get ironed out eventually but I'll also say there needs to be some major reform.
There was straight up fraud (not to mention waste, researching worthless shit) going on, like the Alzheimers amyloid hypothesis research (which people had been raising as a weak hypothesis for decades), lack of transparency, shitty quality research, political and idealogue bias, and lack of replication (not even that they weren't replicating but when they tried many studies couldn't be replicated).
When funding starts up again I would like to see these issues be addressed.
They have addressed transparency (all NIH funded papers need to be available to the public, starting this month), and it looks like RFK Jr is trying to address lack of replication, and providing NIH grants for smaller research teams to look into questions to help prevent fraud and bias (more diversity of opinion / meritocracy).
That said, NIH research does also do some important stuff like funding research into rare diseases and conditions like lymphedema (I have family members who developed this after cancer treatment and it's a fucking nightmare with few good interventions and not much understanding on why some people get it and others don't).
