Firstly, congrats on the signatures! It was insane watching the petition practically skyrocket to a million in just 3 days and I really hope the petition is the start of better consumer practices in games.
That said, I would like to ask, just out of curiosity, what's the difference between this and some generic Change.org petition?
Is the EU government forced to look into it if it reaches the signature goal? Can they just glance at it and throw it away regardless of the signatures?

Beat me to it.You answered your first question by asking the second; yes the ECI is bound by law to address the petition with industry, advocates, and neutral parties (the EU Commission).
From there they can dismiss it (very rare) or there will be some policy change (either minute or so large it affects the global industry, much like how Apple was compelled to adopt USB-C as a standard charging port for all its new hardware, which coincidentally was also brought about by an ECI).

Don't even have to go that far, the idea of license clauses that isolate the software provider from the software users are extremely well proven in the court of law. If you release something freely that has an obvious and benign use, the law looks extremely leniently on you if someone uses it maliciously, especially if its being done so entirely outside of your own control, with no financial incentive.
