I dont consider a nation where 30 percent of its population is some breed of outsider to be ethnically homogenous and I doubt most other people would either. Maybe the Russian population was ascendant, but having your ethnic group in charge isn't the same as being ethnically homogenous.

also worth noting that the russian core was like 90%+ russians, the total number was lower because of all the other territories conquered by the state (poland and finland in the west, caucasus in the south, central asia and siberia in the east)

its a bit like saying that france wasnt ethnically homogenous because they ruled over all those overseas territories full of niggers, even though metropolitan france was 95%+ ethnically french.
