Samsung makes their own baseband processors and they use their own manufacturing facilities in South Korea. Qualcomm does most of its manufacturing at TSMC in Taiwan (which I suppose is China if you listen to the CCP) and most Android phone manufacturers who aren't Samsung use Qualcomm SoCs in their phones that are sold in Western markets. Apple has just started making their own baseband chips and presumably these are also being manufactured at TSMC along with the other chips they design. Presumably some of that production could be moved to the United States once the facilities they're building in Arizona open. Intel tried making cellular modems for a while, but no one wanted to buy their shit, but those would have been manufactured in the US.

China doesn't have much cutting edge semiconductor manufacturing. Most of the actual chips are made in other countries and then eventually shipped to China for assembly into a final product. They can manufacture some of the cheap controllers or other chips used for things like power regulation which don't need to be made on cutting edge process nodes for performance reasons, but that's it. Even the Chinese phone manufacturers will use Qualcomm chips for their top-end models, and the Chinese companies that do make ARM SoCs do most of their manufacturing at TSMC. They typically use the stock ARM core designs for those chips and few of them actually design their own cores like Apple does. When they do, the results aren't particular good.

China can churn out a lot of cheap plastic, steel, or other crap. It can give you a factory full of serfs to assemble your electronics, but it can't manufacture most of the high-end components that go into the devices. Sure they can manufacture some cheap versions of those things as well, but the performance isn't there and no one outside of China, India, or some similarly poor country would ever buy such a thing.
