I used to handle the paper work for equipment a western oil company sent to Brazil. Their rules were insane and kept changing from week to week. I remember being told that all documents had to be signed with a blue pen, then a week later it had to be a black pen, next month back to blue. They demanded to know the exact weight of every single item inside every box we sent. We had to hire a team of people just to unpack, weigh, and then repack everything we shipped. The weights given to us by our suppliers were often not precise enough, or there could be some undeclared spare parts.
