You need some Sally lore, then.
She was married at 14, divorced at 18, and had four kids in-between. The courts awarded her husband custody, and this information came from one of her kids. The same kid also offered to help Sally get Raxx SSI, because she had recently gotten it, but Sally just... Didn't.

I think she got Raxx to try and be a parent, because she wasn't allowed to be one to her own four kids.

Honestly it feels as if she only tried to he a parent for less than a week and ever since she just goes with the flow. You could try to be a bad parent and still your kid wouldn't come out even half as messed up as chase.

Whoever decided to take her kids away did a good job initially, because her husband was a sick monster just as raven and Patrick are, that whole family is rotten from the root. They'd be better off if the feds took them away and placed them in foster care (and foster care sucks 90% of the time but still, they'd at least get a chance at having a decent upbringing)

Everyone remembers the "I'm 30 but look 14" line, and while he doesn't actually look 14, he seems to really be a 14 year old in his own mind. He has the mindset of a high-schooler, and it's easy to see him as a child or at-least someone who is 18 or 19. But he's spent the last 11 years doing this (he left highschool at 23).

That's true for a lot of these big internet chomos, between Nova's attention grabbing 'fml' posts, Chance LARPing as a rapper with the exact career comprehension of a twelve year old, to Jupiter's entire edgelord shtick; Almost all of these guys are, at heart, children, people who never grew up or past what made them who they are today, and have coasted through life in a developmental limbo.

I figure that's the other reason why they go after kids, apart from the power they'd hold in that dynamic, and a shared lack of responsibilities, is because they themselves are mentally no different from children. Try to imagine any of them holding an actual conversation with a real adult who isn't privy to their niche nerd cultures and is otherwise capable of distilling good and bad qualities in people. It'd be a fucking travesty, and since these guys already have the same interests and mannerisms of children, it makes it that much easier to relate to their victims

Chris is probably the best example of a child entombed in the body of a man, but Chance's proportions make him look like the shambling corpse of a pre teen, and I think that's probably the most fitting picture that his body could have painted
