It would require a constitutional amendment. The Constitution and precedent is clear. It's absolutely absurd that this is even a discussion. The President should absolutely not have the ability to redefine citizenship or unilaterally have the ability to strip people of their citizenship. I don't see any scenario where the Supreme Court allows this to occur. Mind you, I am not even against the idea that the qualifications for natural born citizenship should be changed, I'm absolutely open to the possibility depending on the proposed changes, I just don't think the President should be able to do it without Congress.

Best case scenario without going totally into fantasy land is a narrow ruling that the government can't rescind citizenship once given merely by fiat. This leaves the door open to denying birthright citizenship in the future and puts the ball in Congress's court to define who is and isn't subject to the government's jurisdiction.
