He didn't say it explicitly but what he described was a system which already exists, where workers here illegally but which are otherwise law abiding can apply for the visa program, and if they adhere to the requirements of the visa while on a probationary program they will be allowed to maintain their visa status.

In any industry with as constant and reliable a demand as agriculture, labor shortages will eventually be solved by higher wages as scarcity drives up the cost of the product. You just have to be willing to survive the adjustment period where there will be shortages. I think it's worth it to purge the country of people who systemically undercut natives in pay.
