I dont remember who but some journalist ended up leaking this, I could spend more time looking around for the exact timeline, but this basically has been in circulation for a long time. Part of why the more recent declassification of documents was even more of a nothing burger than usual, since the original release of the 'little black book', had partial redaction, then the unredacted version leaked, and then fast forward to today, they release a completely redacted version of it...
