Look, I’m telling you guys… that shit is infested. Bedding doesn’t get changed for months at a time. He walks around barefoot and showers maybe twice a month. That floor doesn’t get cleaned. The comforter is often on the floor, and he throws all of his unclean clothes (and tons of other random bullshit) onto his bed. His bedroom is basically like that movie Joe’s Apartment, but instead of cockroaches, it’s bed bugs. Instead of an entire apartment, they’re all centralized into one bedroom of a decently sized house… hopefully.

Best case scenario is that he burns those sheets and gets some new ones. Maybe increase shower frequency to once per week, using some decent soap. The bites likely won’t get any better, but they might not get any worse.
