Please, re-read all of that, then go to the paragraph in which he says "Amnesty is not coming". I will state this simply: policy is NOT amnesty; again, it could be a bad policy or it could be a good one.
Seeing as they started arresting people for using illegal workers, it could be the latter.

This chatter is designed to prepare you for it. Some version of amnesty is coming and always was. You just won't be allowed to call it amnesty, they'll come up with a different word and the seals will eat it up.

Its probably a rework/speed up and cracking down on abuse of the H-2A Visa:

The employer of an H-2A visa holder must provide the following:
  • Pay an H-2A worker a special H-2A minimum wage rate of pay based on the geographic location.
  • Provide H-2A housing coupled with transportation from the house to the jobsite.
  • Offer a guarantee of hours that work out to be equal to or at least 75% of the work period outlined on the contract.
  • Furnish three meals per day to the H-2A worker or provide cooking/kitchen facilities where the workers can prepare their own meals.
  • Pay in advance, provide, or reimburse a worker for the reasonable costs of their daily travel-related expenses to meet the H-2A transportation requirements.
And they can't do flop houses either:

So in order to use the H-2A employers have to house, feed, and transport the workers with a set minimum wage for their mobile slaves. Make it annoying enough and farmers will really start considering automation.
