Most rapes in India probably are not reported. It is such a shithole that even if you do report one, what's gonna happen? Who is to say that the offending party won't just pay law enforcement to turn a blind eye? What if, after they catch wind of your attempts, they rape you again, or even kill you? And that's not even counting the rapes that result in death. Their "holy" river is so polluted that it must be very convenient for corpse disposal. Its a reporting difference as well as a definitional difference IIRC. The predictable mix of india's "honour" culture overtly treating victims of rape (and to a lesser extent their relatives) with almost hilarious levels of stigmatised cruelty and contempt, and the predictable sub-third world levels of corruption and incompetence and apathy among authorities which means that reporting a rape does nothing but at best get you sneered at by a bunch of uniformed jeets who will need a series of escalating bribes to so much as make a note of it and at worst raped again by said uniformed jeets.
