Valve has updated its rules regarding content that developers aren’t allowed to publish on Steam (as reported by Game*Spark [archive]). The “Rules and Guidelines” section of Steamworks Documentation now has an extra clause, and it suggests that publishers are required to comply with rules and standards set forth by various third parties involved in processing electronic payments. The rule seems to be predominantly related to adult content.

What you shouldn’t publish on Steam:
15. Content that may violate the rules and standards set forth by Steam’s payment processors and related card networks and banks, or internet network providers. In particular, certain kinds of adult only content.

Prior to the update, the list included 14 clauses, prohibiting things like hate speech, malware, sexual content depicting real people and any form of exploitation of children. The new 15th clause suggests that Steam may additionally have to crack down on specific types of adult content in response to the requirements of payment processors and banks. There are currently no specific examples of what this may entail.

Update (2025/07/15 at 18:30 JST): According to SteamDB [wayback], a large number of games has been removed from the platform in the past 16 hours. Judging rom the list, it appears “sex simulator” type games with keywords such as “incest” and “slavery” make up the majority. There are some confusing cases like the removal of the Ace Attorney-inspired investigation game Trails of Innocence, although this could be a coincidental deletion.

On a related note, various video game and manga hosting platforms in Japan have in recent years run into trouble with payment processors and credit card networks. Due to certain content on the platforms going against the (often undisclosed) rules and standards of third parties handling payments, the platforms ended up without support for credit card payment. This has led to loss of revenue and even the closure of platforms like Manga Library Z. It is possible that Steam’s new rule is a means to prevent such complications from arising, however, as the specific “rules and standards” of the payment processors are also unclear, publishers might need to be extra cautious with releasing their games on the platform.

Yesterday, I discussed Steam’s new payment processor policies impacting artistic expression on Valve’s storefront. According to guidelines published by Valve in the company’s Steamworks Documentation page, Steam warns against publishing “content that may violate the rules and standards set forth by Steam’s payment processors,” its “related card networks and banks,” and its “internet network providers.” While vague, Valve has suggested the violating content applies to “certain kinds of adult only content.” Games featuring sexual themes around incest were removed from Steam recently, according to SteamDB.

Adult content creators, gamers, and concerned bystanders originally claimed the responsible party was a little-known anti-porn organization named “Collective Shout.” Now, the group is claiming responsibility for Steam’s new payment processor policies, with its co-founder calling impacted gamers “porn sick” and “brain rotted.” In one case, the organization even retweeted a notoriously anti-trans feminist who declared that “pervert nerds are responsible for most of society’s ills.” The retweeted feminist, a self-described “trans-exclusionary radical feminist,” proceeded to write under her post, “Evidence #1: trans.”

“Since we launched our campaign calling on Payment Processors to stop facilitating payments for rape, incest, sexual torture and child-abuse themed games on Steam, they have added a new rule to their policies + removed hundreds of these games,” Collective Shout tweeted early this morning. “We counted almost 500 games tagged with rape and incest on Monday, and at our last count, there are 82 left. We want them all gone.”

Steam, ‘no mercy’, and a call to target itch.io​

Collective Shout’s campaign to pressure payment processors began far before the summer. In April 2025, the organization called upon Valve to remove the controversial adult visual novel No Mercy from its store. No Mercy featured themes of incest and nonconsent. That same month, Collective Shout took responsibility for the game’s removal from Steam, thanking its supporters and vowing to “press on.” Making good on its word, Collective Shout returned to focus on the gaming industry in late May, claiming it had found “hundreds of rape, incest, and child-abuse themed games” on Steam and itch.io. In the post, Collective Shout demanded Skrill, JCB, Discover, MasterCard, PayPal, Visa, and PaysafeCard to “stop facilitating rape/child abuse game sales.”

Collective Shout remained on top of the issue, with an open letter published on July 11th and a news post on July 14th, stressing that payment processors must “cease facilitating and profiting from sales transactions for rape, incest, and child abuse-themed games.” The organization claimed its open letter was signed by “leading global anti-sexual exploitation organizations and individuals,” with a particular focus on Steam, independent gaming storefront itch.io, and “any other platforms hosting similar games.”

Collective Shout’s claims seem a bit… strange​

In 2020, “Bokuten—Why I Became an Angel” was heavily scrutinized by Steam over claims of a hidden, inaccessible depot file depicting an adult scene with underage characters. It remains unclear which games supposedly involve “child abuse” on Steam. Traditionally, Valve has heavily scrutinized adult titles for publication, with a strong stance against games featuring childlike characters in sexual situations. In 2020, Valve briefly removed an all-ages release of a MangaGamer visual novel, claiming an adult scene with underage characters was hidden within the game’s files. The title was later reinstated after the offending files were removed, although MangaGamer denied that the scene in question depicted an underage character. Nonetheless, if a hidden, inaccessible file in a game’s depot sparked a brief removal of a visual novel title, it’s worth considering how “child abuse” games could be published on Steam. Waypoint has reached out to Collective Shout and Steam for comment.

Without further proof from Collective Shout on the supposed games in question, it’s hard to say whether child or childlike characters existed in any of the games targeted by the organization. It’s certainly plausible that Collective Shout is disingenuously describing adult anime characters in adult video games as underage. In 2020, creators warned Patreon was banning adult anime artists based off reductive classifications for deeming adult-appearing anime characters as underage. Again, it remains unclear if similar values and perspectives are at play with Collective Shout.

Nonetheless, gamers do have much to fear with Collective Shout, given the organization is set to call on the removal of 82 more games. It’s unclear if the group will stop pressuring payment processors if it accomplishes its goals — or whether the organization will continue to police content available on video game storefronts. Given the organization has also called on Elon Musk to ban NSFW content from Twitter altogether? It’s likely the group will continue to push for further censorship of adult material, emboldened by its Steam victory.

Discord TOS does say "no CSAM" and just like with the Steam Video Games, you can trip it by complete mistake. And trust me most of the situations are based on following Discord TOS instead of people just not liking the content especially in huge servers.

Also I felt like the "Steam is dying" thing is grossly exaggerated especially because Pixiv Fanbox, Pixai and Tensor.art did not (note that Civitai is dying because they're much less lenient in this and there are lots of stuff out of lolicon and incest getting banned). Although I can blame this on a lack of choice instead of people still condoning them, and all the real Lolicons can always use fantia.

The only situation where I see Steam going into the path of Civitai or Epic Games is when they start banning stuff that technically passes the TOS regardless of context but even then you do NOT really have a choice otherwise because there are only a couple of hosting platforms on the Internet and most of them do not let you host NSFW. At all. Putting it to an obscure alternative or using crypto does not help the situation.

And yet TLOU2 will never get banned for this reason (aside from the game already being banned in Middle East countries due to homo shit), because Druckmann is considered to be on the "correct side" of culture wars, even though his reputation dropped because he showed off his Jewness even more after October 7, which pissed off Palestine supporters, because some of them were also part of the few genuine TLOU2 fans.

It does very little. Countries that ban porn games like S. Korea and India treat women like garbage and have literal rape cultures. If anything, porn being legal correlates with women being treated better in a society.

You could argue the porn industry harms performers, but in this case we are talking about animations and programs.

China and Vietnam also have been going after porn, and both of those countries also have issues with having a lopsided Male:Female ratio that is Male-favored.

On a side note, the whole payment processor blocking thing reminds me of when the Fluffy Community tried to setup for donations, as Patreon, SubscribeStar, Ko-Fi, and Buy A Coffee all banned them due to sexual content.


Although in this case, it would be warranted, given that Fluffy content is just "simulated" depictions of animal cruelty and bestiality.
 
The whole $200-300 billion per year global gaming industry won't be annihilated by payment processors and feminists.

If NSFW art, adult games, AI gooner dominated platforms (I'm thinking Civitai), etc. are decimated, that will leave a hole waiting to be filled by whoever is willing to provide crypto-only payments. Otherwise money is left on the table. This market will be shrunken for as long as people are skittish of crypto, but maybe the geniuses talking up stablecoins are onto something. And true addicts will learn the crypto to get their fix.

I just watched this and this is close to the exact same thing but with violent video games and local governments instead of global governments and NSFW smut games. Of course the biggest culprits are in Europe and Australia. At least during that time they were so over the top and unhinged that it was worth a good laugh and the EU cannot use the Internet to enforce their bullshit worldwide and bypass national law.

Nearly any anime game can be an adult game if you look at a specific manner of way. Unless you dress girls up like Lycoris Recoil or Frieren then you're likely getting into trouble by their standards.
