First off, Niva is the fucking Avatar, master of all four elements. You're telling me she couldn't figure out anything else to save the day?

Second, even if there was no other option, I'm pretty sure more often than not, Niva's attempts to save people by bloodbending would end up like when Spider-Man tried to save Gwen Stacy.

This isn't like a power from a freaking video game. Bloodbending has repercussions that are less than humane, and would leave trauma to the people affected by it.
