This is something I don't understand, because autismo face blindness doesn't explain it all. Some of them, but not all.

TIMs are easy to guess the motivation. They might not actually always see a woman in the mirror, but the fetish drives them onwards. They might be turned on by the fishnets, the skirt, the wig or just the humiliation of it all. They get hard from being seen in public looking like that. You do understand that budget legislation originates in the House of Representatives, yes?

The President makes a proposal. That proposal has no force of law. It is more of a wishlist than a realistic proposal. The House then determines what the budget will actually be. Budget resolutions cannot originate in the Senate and must originate in the House.

The cutting of funding for asylums, long term mental hospitalization, and other changes wrought by the Democratic congress were duly signed by President RayGun. However, the House is responsible for passing that legislation in the first place.

Tip Fucking O'Neill is responsible for the repeal of President Jimmy Carter's Mental Health Systems Act. It doesn't matter what that fat fuck said or claimed. It was under his watch that all of these de-institutionalization policies were passed into law by the House of Representatives. You seem to be under the impression that if the house passes anything in the budget, it HAS to be signed off on and always is. It does not and has not many many times. In fact he fought against the funding for it from the get go leading to California mental institutes being shuttered before he was even the fucking president.
