The latter is clearly what the Trump administration is aiming for. Destroying (or at least irreparably damaging) Obama's legacy is going to hurt him far more than putting him in prison. Hell, he'd probably prefer prison, at least then he can try to paint himself as a persecuted martyr.

Likewise, Hillary's name and legacy are already dirt, and you can't punish her more than that. If I were Trump, I'd be paying her medical bills so she'd have to live with her humiliation for as long as possible.
