That's because there's no free market under communism. No profit motive to incentivize anybody involved. In a market-driven economy it doesn't cost much more to guard your prisoners in their cells vs. in the factory or the fields. In the US prison labor is incredibly economical. Slavery is legal for prisoners. Prison labor is so economical it creates a whole different set of problems with undercutting legit local businesses. For example prison farms could seriously hurt local farmers so AFAIK prison-grown produce is consumed in the prisons by the prisoners instead of being sold on the market (which still undercuts local suppliers but is the lesser of evils). Same with chain-gangs. Local landscaping firms can't compete with legal slave labor, so no more chain gangs, etc.
