DNS is more or less a giant list of all the computers that are or have connect to the internet with special names for each one so that When my computer asks to go to a website the website knows what computer to send the website to, if we all had the same name you couldent tell who was who, I really hope that makes sense.
So who controls "DNS"? Great question (wow mid post I googled if there was some sloptuber than did a video about this better than I might be able to explain and I hit GOLD)
So if you dont wannna watch the video the upshot is ICANN has the ability to "reboot" DNS should it need it but its a very clever way to hide the fact that whatever you can reboot you can also have re and not boot.
The best part is you cant even threaten these people in the way you can 99.999% of others, the keys the others have could all be reverse engineered in a crisis by whoever if any were left because the break up of responsibility isent for internal authentication but to prevent a attack on any less than all.
If you take out all 7 of the key holders you have hard locked yourself out of the 13 core DNS servers worldwide without anyone alive who knows how to get into a keyholders HSM and the world wide network will cascade within a very short time after
