Delaware makes nothing. They have a fair economy, however, because their state laws are very favorable to businesses that incorporate within the state. Ages ago, Musk went to the Tesla shareholder board and basically said "I will forego a salary. Within 5(?) years I will get our stocks to hit a<n absurd number>. If I pull it off, you pay me more than my five year salary was worth, if not, I get nothing but you still have better stocks. They obviously agreed.
When it came time to pay out after he succeeded, a pair of very minor shareholders sued, because they hated Musk for supporting Trump. A lady judge in Delaware sided with these two, saying that the board clearly didn't understand what they were actually voting for, so it's null and void. The board decides that the fasted way to fight this is just to vote on it again. Again they vote to pay Musk. Again the judge comes out to order them to not do so.
Musk moves to have the company reincorporate elsewhere, leaving this insane precedent intact. Since other companies don't want to deal with judges randomly saying "You don't get to get paid," many are leaving, slowly hurting the state itself.
