Rural areas are just more sparsely populated and outside of urban sprawl. You still have towns in rural areas, they're just smaller, more spread out, surrounded by farms, mountains, deserts, plains, etc. People from the city would say I live rurally when I'm only a short drive from a grocery store. That's not rural to me. I've lived in unincorporated townships with less than 100 permanent residents that rural folk themselves call the boonies.
