Watching this rerun compilation of Border Security in which an Indian doctor tries to bargain his way out of being fined for bringing in food after having read the customs declaration form and ticking the box indicating his luggage did not contain foodstuffs, it struck me how similar the argument he uses here is to that being spammed by the petitioners. "I did not intend to break the law, it is a simple mistake".
The scene is split into multiple segments, relevant timestamps: 2:32, 8:35, 13:11.

I don't think this is just in-group preference at play, it's an entire cultural mentality.

Like I said. From Iran all the way to Burma, all these people have low to non-existent honesty virtue. Their cultures just do not bring it into the picture at all through childhood and adolescence. They don't value this virtue. It's not in the bedrock of society. Without it, you can never get to high-trust.

You can force them to comply only with stringent tests that they cannot escape, and ALL YOUR EFFORTS WILL SHIFT TO CONSTANTLY UPDATING THE TESTS TO KEEP THEM FROM ESCAPING.

Afghans, Iranians, Nepalese, Indians, Bangladeshis, Pakis... none of these people can ever be tolerated in a high trust society. It's part of their operating system. They're not evil, they're foundationally defective people.
