Wasn't that to CloudFlare? It's up to them to comply with it. He'd have to intervene in the case to do anything about it.

CloudFlare doesn't take Bitcoin or any of that shit. You need a credit card or PayPal. Credit cards are required to comply with AML/KYC requirements and PayPal has your bank information, which is covered by the same regulations. So CloudFlare is going to be able to cough up some kind of identifying information, although it might be out of date because of Donny's degenerate, fugitive lifestyle.

Cloudflare said they'd comply, so did his domain registrar, so it's likely Donny gave them out of date info on purpose to frustrate anyone trying to track him down.

It's something for a skip tracer to start with, at least. Nobody's expecting it to be accurate or up to date. And of course the credit card company and bank would under law have to close his accounts if they knew his information was bogus, thanks to USA PATRIOT and other AML/KYC stuff.

And scrutiny of his accounts by law enforcement could potentially cause him a whole other set of headaches. Donny's someone who thinks the rules just don't apply to him, but US law - in particular - seems to have extremely long reach where expats are concerned.

He won't get away with it they'll find him somehow, it's even more of a disadvantage if he is out of the country to find a lawyer to represent him there that can legally practice in the US.
