NAFTA also moved a lot of manufacturing to Mexico because it was even cheaper. What was left in Ontario was also heavily damaged by the Canadian dollar rising to par with the US for a bit when Harper was in charge of things. That helped destroy the ability to make a decent living in IT and call center jobs, as a lot of what was sent to Canada got offshored to India when the Canadian and US dollars were too close for paying Canadians to do the work to save US companies money.
