The problem with nuance is that the consequences and social taboo are so strong, that they would have to be mentally ill to risk it based on the difference being "not as bad".
17 doesn't save an offender from being registered on Megan's Law for life, and the aspect of social pariah is so severe that you will probably be assaulted by someone at some point for the offense, at least once.

There's an element of social acceptability that is weighed in mental health, and this is so socially unacceptable, that no nuance can be brokered.
