I think it's less to do with the objective skill of the artist, which is hard to gauge because taters probably insisted on having his tard scribbles duplicated exactly. It's more to do with the culture of the shop, I know my artist would maybe do face/hands depending on the circumstances.

For example a heavily tattooed guy over 25 who seems sane and clear eyed about what he wants, and the consequences it could have socially/professionally = yes, depending on what it is (sun, swallows, crucifix whatever; sure. Swastika, no ragrats, blackout shit; nope)

On the other hand if it's some edgy teenager/early 20s dude who clearly hasn't actually thought about it they'd get told to GTFO. I know some guys who are pretty much head to toe covered but they're also adults who work in industries where this won't be a problem (security, truck driving etc)
