This has more to do with the DNC realizing back in late 2024 that maintaining the status quo on the border is an unpopular position; they just don't know what specifically to say in order for their policies to be distinct from the GOP's. It's why Kamala Harris made vague statements about wanting to secure the border a month before the election (last minute change I know).
