Yes and no.
While we were being distracted by the abundance of military assets targeting Iran, The Department of War has been busy and effective at quelling ghost tankers that some first world countries rely on from time to time for much cheaper oil, however these tankers also fund criminal groups that make shipping more complicated and expensive.

There is also the possibility of reduced pirate activity at the bab el mandeb and finally opening up once the regime gets YEETED, making shipping much cheaper.

That doesn't sound like new hostage-taking, but just tacking on another reason to justify military action by classifying Iran based on past actions and unspecified Americans who have already been under detainment before the buildup even started. This announcement even suggests that Americans in general are still capable of leaving Iran. If Iran was taking new hostages, I would think that this statement would be very clear about that.
