They have always had this as their plan, for like decades, that if they get struck, they'll attack gulf countries and the exact countries that have been targeted. They seem to have only attacked US airbases in those countries so far.
The US has military bases in every country that Iran has attacked. The US has explicitly stated that the goal of the strikes is regime change so it's an existential conflict for the Iranian leadership, hence the attacks.
