I can almost guarantee that what happened is:

They will probably update it again, the problem they're facing is that furry/anthrocon is bestiality, although not quite as bad as "feral" bestiality, and therefore it's very difficult to make a rule that expresses "this bestiality (eg catgirls) is fine, but not this other one".

They appear to have softened the language on prohibited characters considered to be minors. This probably saves gothic lolita from being banned ("clothing"), perhaps ABDL ("contextual cues").

I think it is actually. Just not for mythical creatures and furfags. So suburban wine moms can still fanaticize about fucking dragons and minotaurs and furfags will still roam the house that jackoffs built. Women are behind most of these, so it makes sense they would specifically write it to cater to their fetishes. IE, real animal refers to animal that actually exists as opposed to some made up one.

/wp-content/ just means that they are using the wordpress open source software on their website. It doesn't mean that the wordpress.com hosting company (Automattic, what most people mean when they say "hosted by wordpress") has anything to do with the website.

...Though looking at the HTTP headers, it does seem like it is likely hosted by some sort of user-friendly wordpress hosting and not a generic VPS host because it's using the litespeed web server as it's some proprietary crap and most people setting up their own server from scratch would use apache or nginx.
