Ebay owns paypal now, and requires you to use it for transactions. This means they are aware of when payment is or is not made. If payment is not made, Chris can apply for a refund on incurred listing fees, and he'll get it no questions asked.

I pasted eBay's guideline a zillion pages ago.
Basically a buyer can opt out for whatever reason and the seller is contacted. If the seller finds the buyers opt out reason acceptable, nothing happens.
If the seller doesn't find it acceptable, a "unpaid item" shows up on the buyers profile. Enough unpaid items and the buyer gets banned.
Which if you've made a ween eBay account that really won't bother you.

Notice how Chris believe he holds all the cards in this situation simply because he's the one selling. He thinks his creation is so brilliant that he can charge whatever he wants and people will pay it just because it's what he wants.
