I think the issue is more validating the source than anything. Until an actual victim comes forward to law enforcement, or Nova's info pings a tracker used to catch people viewing/downloading unsavory content, law enforcement can't really do anything. A random person submitting a conversation from online could easily be written off as AI, or unable to validate, as there is no victim coming forward to testify.
