I would say the PT is clearly the result of artistic intent; someone was behind the decisions because they wanted them in the movies. Extremely questionable and weird scenes and whatnot could only result from someone who wanted it for its own sake. The informant that OWK goes to in AotC is a four-armed CGI alien who runs a 50's-style diner. Would it have been cheaper for Kenobi to meet a regular guy in a costume in an alleyway who hands off the information on Kamino?
