Is there a good VPN that will let me dodge location blockers, are not a scam/spyware, and don't cost anything?


Jamming devices like that one you're talking about are illegal these days anyhow. There are instructions for some floating around on the internet if you Google how to build a signal jammer, but if you are in the United States it violates FCC regulations and can result in a large fine if you get caught.
I'm not sure what he's asking if it's just a faraday cage for his own stuff or trying to put a device out of commission. When it comes to radar jammers (in driving) I'm pretty sure that in some states it's still legal (as some are mixed--jamming illegal, detecting okay)

The device he's asking for 100% violates FCC regulations.
 
Tenant on the other floor, and breaking my lease is unfortunately too expensive. Would you happen to know exactly where those instructions are? Everything I've found is so old I'm not confident it would work on 5g signal

It sounds like you want to deny service to someone else’s smartphone when it’s in the same building as you?

You just can’t do that without blocking out everyone else’s phone signal in the area as well, and as others have said this is definitely illegal and detectable.

There are probably better ways to solve whatever problem you are having, can you go into more detail?

Oh yeah, real bad then in this case. If the tenant attempts to place a 911 call you may be interfering with the E911 system, which has far greater consequences than just fines.
 
While I appreciate the many attempts to illustrate what a terrible decision this is, I was really looking for more of an amoral shit-stirrer to simply provide me all the rope I need.
