If Congress passes a law requiring Congressmen to be citizens, the Supreme Court will strike it down and say it's up to the states. Then, if a state passes a law requiring its Congressmen to be citizens, the Supreme Court will strike it down, saying citizenship is the purview of the federal government. This is what they do with citizenship requirements for voting.
