Axios, so the source is shaky at best, but it sounds like Cooper presented a plan on Thursday to actually do naval escorts, but Trump amended it to the current one.
I don't know why he seems so hesitant to just go all the way right now (maybe he doesn't want to risk the embarrassment of them actually managing to strike a blow on one of our warships, at least while markets are open), but it's clear his patience is running thin.

Yeah, it's really starting to feel like this whole Project Freedom thing is just to give us an excuse to escalate while blaming it on Iran.
It would explain why Trump kept emphasising how this was a "goodwill operation on Iran's behalf," as there's no fucking way they would be able to help themselves from immediately firing at shit even when he gives them an out to claim they're totally willing to act reasonably.
