You mean in reference to the low crime/how they handle sa cases? You can chop it up to a multitude of factors in relation to them having a low crime rate. You can say it's because of the very strict gun control, Japan being filled with largely Japanese people, cultural emphasis on social harmony and social harmony and conformity.
