In terms of canon, operating vehicles within the wastelands are one of the rarest things in existence. Many of the vehicles are inoperational for a multitude of factors; Loss of knowledge over hundreds of years, inability to secure proper fuel (fossil fuels were incredibly rare at the beginning of the Great War), and most of all the EMP effect. When the nukes struck, tons of electrical devices were completely fried. Anything without proper EMP shielding was basically done for, it's why clocks are all stuck at the same time; 9:47. The NCR have a few convoys they completely gutted out and fixed, but they're the exception rather than the rule.

This is why you likely won't see a Mad Max style scenario

Isn't there a car you can drive in Fallout 2?
So there could be like a Mad Max situation where there is only one car and everyone has guns instead of Mad Max having the one gun and everyone has crazy cars

There are three you can drive in 2, but they changed electronics from game to game. I just to like 3 and New Vegas more and since they're the most recent, the ones I'm using as an example.

The Highwayman is an exception. It is powered by Microfusion cells and Small Energy Cells. Basically it has been jury rigged to run on fairly hard to find batteries.

Cars are so rare in the Fallout lore that it took almost 40 years for the NCR to eventually venture into Nevada. Even by the time of New Vegas they only have a small amount of control compared to how much they have out west.

Yeah I wouldn't to drive a fallout 3 or NV car because you get into a crash boom you and everyone you know is dead. Plus the landscape in the capital wasteland doesn't look drivable

In Fallout 2 the Highwayman would have to be parked outside a settlement. Mostly due to the fear that it's tank would explode. But it's most likely due to technical issues in the engine and how rough the landscape is.
 
Oddly enough, Vertibirds are in a larger abundance than functional land vehicles. The NCR has at least 1 (Airforce 1 or whatever it is they call it), the Brotherhood of Steel have them sporadically depending on the chapter, and every Enclave posting has quite a lot.

Wasn't there some bull shit in the New Vegas comic or something about the NCR having APCs. I know that it probably isn't canon though.

Unlikely as I don't remember any APCs in New Vegas, especially during the battle at Hoover Dam. Nor does the Fallout wiki list any (and the wiki has listings for all the cars in the lore so that's how detailed it gets). At least any that aren't from Fallout Tactics and that is already non-canon

The comic however is canon and you can find the grave of one of the characters in New Vegas. And the map he scrawled into the dirt

It was in the comic that details Benny tracking the Courier down, I think it was about the Battle of Bitter Springs the NCR also had Calvary men but like I said it isn't really canon.

It's funny, because I usually don't like most post-apocalyptic settings, but oh my godbear do I love me some Fallout. I got hooked with 3 and I've been loving that game and New Vegas to death. It makes me wish I could get into the first two games, because I could really REALLY go for some more Fallout.

Speaking of which, have we heard anything about Fallout 4 yet? Last I heard it was going to be set in Boston. O__o

There has been no official word on Fallout 4. There hasn't even been any indication Bethesda is making the game. Apart from that hoax that occurred recently that was basically some guy trying to get Bethesda to reveal something. The Boston thing was a part of the hoax and was only just rumored before that.

I highly doubt we'll get anything announced at least until PAX. Since PAX was when Bethesda revealed Fallout 3.
 
The Courier and the Legion from Fallout: New Vegas seem to be right out of Kevin Costner's 1997 movie, The Postman.

Oh god, Caesar's Legion. I usually play about as pacifist as I can with these games, essentially unless someone's life is in danger and there's no chance of reasoning with them, or I'm being attacked unprovoked, I almost always try to sort it out with words. Caesar's Legion is the only group in any sandbox game that I will attack on sight.
