That interview in specific said that Wu couldn't remember where she parked and they rode around in an uber looking for it in the rain. Which I think was just a cover to hide the fact that Frank likely dropped Wu off.
Nah, Wu's just an idiot. The 'no license' thing just keeps getting repeated by people who remember reading it from someone else who read it from someone else. Maybe it was true at some point or maybe it was people getting confused by Wu failing his MC test. But there's no reason to believe it now.
