SEMINOLE HEIGHTS, Fla. - Tampa Police have identified a recent high school graduate with autism as the third victim of a killer targeting Tampa’s Seminole Heights neighborhood.

Interim Tampa Police Chief Brian Dugan says officers were patrolling the area of Northeast Seminole Heights around 8 p.m. on Thursday when they heard a possible gunshot. A short time later, they found Anthony Taino Naiboa, 20, shot dead on the sidewalk. Naiboa was found on N. 15th Street between E Conover Street and E Wilder Avenue.

Before Naiboa was identified, detectives in the neighborhood learned Naiboa's parents were concerned he had not come home yet.

"My son, he just came out of work last night. He took the wrong bus," said his dad Casimar Naiboa.

Naiboa, who is autistic, had taken a city bus and was expected home by that time.

They later determined that he took the wrong bus and believe he was going to another bus stop but did not make it.

"He was like, 'don't worry, I'll be home quick.' I said, 'ok.' He said, 'I promise.' Didn't hear from him after that," said his stepmom Maria Rodriguez.

Naiboa recently graduated from Middleton High School. His parents say he is the oldest of 5 siblings.

“He was in the prime of his life," Chief Dugan said during a news conference on Friday morning. "And was taken instantly."

Naiboa was killed only a few hundred feet from where Benjamin Mitchell, 22, was killed on October 9. Mitchell was murdered roughly one block north of where Naiboa was shot. A third victim, Monica Caridad Hoffa, 32, was shot and killed under a half a mile away just last week.

Detectives have not discovered any connection between the three victims. In each of the shootings, it appears the victim was alone and was not robbed. There is no apparent motive, according to TPD.

"This is senseless. Somebody could shoot people just like that. This person needs to be caught," said Naiboa's father.

"We still have no leads, we have no motives," Chief Dugan said during the press conference. "It's clear to me that they're all linked."

When asked if he would categorize it as a serial killer, Chief Dugan replied: “We can call it what we want. If that brings attention to this… That’s fine.”

Detectives are urging members of the public to watch a surveillance video from the night of the October 9 shooting, and help police identify the man in the video. Detectives want to talk with him because he was in the area the night of the first shooting, and may have seen or heard something.

Detectives are warning citizens to stick together and not get caught outside alone.

"We have someone terrorizing the neighborhood... Don't walk alone," Chief Dugan said. "Be aware of your surroundings."

Chief Dugan is asking all residents in the area to turn their porch lights on every night to help keep the neighborhoods safer. He says anyone who does not have a porch life can contact TPD and they will provide one for you.

"If you're walking alone, you're either a suspect or a potential victim," Chief Dugan warned.

Crime Stoppers and ATF have teamed up to offer an $25,000 reward in the cases. Anyone with any information regarding this case and who wants to be eligible for a cash reward is asked to call Crime Stoppers at 1-800-873-TIPS (8477), report anonymously online at www.crimestopperstb.com.

This isn't a serial killer judging from the fact that all these murders occurred in known gangland territory my guess is that a gang war is going on. These murders are far too random to be a serial killer.

If the area has a gang problem, then yeah this is probably some gang shit. However, it's not unheard of for a serial killer to use a firearm. Even the idea of it being too random doesn't discount a serial killer, it's not like TV and movies where they need some autistic criteria that has to be met for them to kill someone. An opportunistic killer who gets his rocks off killing someone in the open and getting away isn't going to be picky.

Jokes aside, I'm too apathetic to feel too bad for the dead guy or his family, but if it really was some serial killer doing it for kicks I hope he pisses some guy off and gets chucked.

Killing for money or something is one thing, but killing people for fun just disgusts me on a fundamental level.
 
....i was just curious so i mapped it out....the two almost parallel dots are E Conover and E Wilder (they said 3rd was between those two streets on N 15th(which is the street the 1st victim was killed on) ....seriously they have 3 bodies drop in a two block area and two victims were using the bus at the time.....no leads...none....nothing? IF it is the same person killing all 3 victims then they most likely live NEAR there- unless they planned to kill people and left the area they live intentionally....seems like oh idk they could have even picked these victims out on the bus (if the perp doesn't live around there). Otherwise it would be someone picking off randoms that enter the his block.

Or its a David Berkowitz type, a paranoid schizophrenic just shooting people because his brain is broken. But this is the reason serial killers are hard to pin down, there's no obvious motive and connection between victims, unless the killer has a specific type, which isn't all that common. If it is a serial, it is likely that the killer is black (its a big myth that nearly all serial killers are white, every race has the same percentage of them) since serial killers very rarely kill members of a different race. Its pretty likely he lives in the area, since he knows the bus routes and where people are alone and vulnerable. Victims are probably just random opportunities that he comes across, since there is both men and women among them. It might also take awhile to catch him because the randomness of the victims/crime fucks up traditional criminal investigation. That and the 'snitches get stitches' mentality.

I think its less likely it is a gang thing, since the cops are basically connecting the three victims together and are tentatively implying a serial killer. Unless the cops have a really shitty gang unit and have no idea what is going on street level.

It also makes me think someone should have a word with the Mayor about what placing undue pressure on police investigations brings.

They just arrested the guy, they're not going to make all of the evidence publicly available since that could compromise the investigation. Leaving his gun with his manager doesn't eliminate him as a suspect becuase, why would the manager have any reason to believe his employee was serial killer. I just think its way too early to say we have a miscarriage of justice on our hands.
