So I just saw Three Billboards Outside Ebbing, Missouri, and I can definitely see why Bob hates it:

It presents people he hates, even if they’re antagonists, as sympathetic human beings and says that people are basically good even if they do bad things, rather than showing them as impediments that need to be destroyed by whatever means necessary. Great fucking movie, and I definitely recommend it.

Hell, even I called it from the festival reviews.

This level of contempt for the rest of the country is why most people hate the East and West Coast whose main reason for their wealth is because they are port cities with being the pipelines into the United States and without them would just be another state like Iowa or Minnesota.

Bob's superior future is more or less a more "Progressive" China where it would still be a one-party dictatorship where opinions of the government and policies are closely monitored by them, where freedom of speech is curtailed to prevent dissidence of the policies which are restricting freedoms, where corporations that tow the party line are handsomely rewarded and given a free pass on whatever horrible shit they pull,and where pollution in the "undesirable backwards states" is so high that it is almost uninhabitable, much less having drinkable water. This is why Bob's praise of China makes so much sense when you take these factors into account.

I could also see him seeing ancient Rome as some kind of ideal where the "proper" citizens get taken care of with bread and circuses by the government while slaves do all the hard work of maintaining the society.

What's worse is that he thinks he'd be making things better - no matter how many people might die or suffer. Which is why this is maximum irony:

As if you took the complete collection of all the Marvel movies to an African village and a large Chik-fil-a catering tray, the village is going to choose the DVDs over the food. No. People don't give a damn about "culture" until their bellies are full.

Minnesota has the second longest life expectancy in the US after Hawaii, though. Why would they not want to be like that?
