The reason why he killed so few people is that he was not a student of the school and, after sneaking in, was getting ready in the unlocked bathroom. A student saw him and reported it to the teacher who called in a lockdown. He picked off 2 caught in the halls before cops came. It's unclear if he shot himself or was killed by the police.

There's some reports of the FBI having contacted @FuckYou and his family last year in March after he started asking on gaming forums where he was talking about performing a mass shooting and asking where he could buy a cheap assault rifle. After the FBI interviewed him, they closed the case because he hadn't actually committed any crimes and did not own a gun. So you're probably seeing the footprints of the FBI building a profile and a case on him.
