I can confirm this. I messaged the Patreon help desk, asking them about transparency because there is nothing stopping someone from saying they didn't hit a goal just to not deliver on a reward. The guy basically said no transparency, its up to you to decide whether to keep pledging or not. It's a very heartless operation.
IMHO it really depends. If I support someone on Patreon (and I do) I support them because they have a habit of continuously putting out stuff that I enjoy and not because of the promise of almost any goal. I support people whose content I rarely watch as well as people who rarely produce content (and even some who have stopped producing content long ago)
Most of the goals/tiers are generally never really about specific things though. Tiers in particular are usually worthless things that are just additional ways of giving a small thanks.
If Patreon changed to be a true & honest about it and actually enforced goals etc I don't think it'd go down very successfully just because of the nature of how people make content etc. I don't think many of the Patreon people really operate the way Phil does (hoping for major boosts periodically) and rather probably try to keep it relatively stable and generate a large pool of continuous income.
