Yeah things line up fairly well. And due to other reasons there is few reasons to believe she would fake a DM convo, I think if she reveals what was said, if it's vital I hope she does it via a gif rather than a simple picture.
I'm already pretty sure it's real, unless it's something extremely outrageous. She hasn't exactly lied about much yet so I'd probably trust it.

There are no taxes due in January and the IRS does installment plans so you don't have to pay all upfront
The only exception is if its over 50k in back taxes, and they have to do an individual investigation. That may be the case if he's is 3 years behind, but it really feels like hes being scammed by some one (again).

It's not Federal, they are state business taxes. If he files quarterly state taxes (rather than annual) then they would be due January 31st, not mid-January as he is claiming. https://dor.wa.gov/file-pay-taxes/filing-frequencies-due-dates/2017-eft-due-dates#Qtrduedates (Quarter 4, 2017).
However, he does have to pay MW by mid-January.
