I believe his story this time, because #1 he will jump at the opportunity to prove someone else wrong even if it means putting his foot in the mouth as far as truth, and #2 because even then he vehemently denied that the proposal guaranteed marriage, etc which people were disgusted by at the time. Though if you put two and two together he was just too dumb to be able to finish the logical thought if you're pretend proposing you're pretend marrying too.

Phil (thankfully) never had any intention of marrying Leanna. As you pointed out, Phil admitted that he was jerking off a lot when he got caught on cam because Leanna stopped fucking him, so yeah their relationship was going downhill for a while. Leanna seemed to be the one trying to make it work, by giving those not so subtle hints that she would say yes if he proposed ("future in-laws" comment, fake ring). By the time Phil got around to actually pulling the trigger, it was way too late and he didn't even quarter-ass it; he couldn't be bothered to take a few days off and do something nice or get a decent ring. It was nothing more than his last desperate act to keep her around, thinking he could continue to string her along because he needed her to cook and clean for him. Fun idea, alas during the DBFZ premiere prestream earlier on January 26th, DSP claimed he'd already edited it & it was ready to go. Schedule tweets even claimed it would go up on Saturday 27th... but instead he just posts it on Friday 26th after the 2nd DBFZ stream anyway.
No idea if anyone can find this clip any more (thanks to the SoK fanart strike cleanup the original will be deleted) but there was a January 2015 Resident Evil 1 PS4 (the game he accidentally played on easy) prestream where he stated they were going to work on fixing their sleep schedule back from going to bed at 2am. That clearly never happened, my regular tracking of his tweets through 2016 & just reading them in 2017 had 'Movie Night' (DSP instaspamming his TV of what he's watching) ending with a usual goodnight tweet around 2am. It got worse in 2017 with the stress, with at least once a month 'can't sleep everyone' tweets at more like 5am.
Then he said that people went and clicked on his ads and got him banned from Adsense because they felt bad for him, and it's a detractor lie that he asked people to do so. I guess Fred had a time machine and forced him to film the vlog where he asks for clicks? He was off camera with a gun, clearly.
EDIT: When gameplay started, he insists that there is no Youtube video of him asking people to click on ads, he only asked them to 'participate'. I guess that was the 8 year long con of him using slippery language in the video, just to lie in a prestream, because it sure didn't fool Google at the time...
Timeline for shower getting the channel's AdSense account banned does make sense. Here you can see the videos in order from newest to oldest on TKOHHD, with the AdSense banned trying blip.tv vlog on December 11th 2010 a day after the shower video on December 10th 2010.
However the reality is it doesn't matter. As Monday Michiru points out, the 'click on the ads' statement was near the end of his 2009 face reveal vlog. DSP has likely completely forgotten this (along with calling viewers fags earlier at 0:20), what he's remembering is him being subtle with terms like 'participate' in his late 2010 videos when he tried to just make money from the vlogs on TKOHHD.
I remember one of the old angry reviewers complaining in maybe 2011, 2012 that their AdSense account had been banned due to fraudulent click activity. They thought trolls who didn't like them had mass-clicked or botted the ads somehow. How can you tell if these botted views were fans or the channel owner trying to profit, or if they were trolls just trying to screw over the channel owner? You can't tell. BUT when there's blatant video evidence of DSP telling people to 'click the ads' Google can easily decide that it was DSP trying to game the system & punish him.

DSP's already said there will be a tax issue in March/April because people were so generous during December (and frankly January & perhaps even late November will be part of this) that he underestimated his IRS taxes that get paid ahead each quarter.
The staycation point is what sticks though - DSP already hinted one will happen. ~15 minutes into Hate Live 44 part 3, during the schedule section, DSP notes that early April is quiet & he has never had a chance to take his birthday off (April 6th, 1982) because there were new releases. So he ponders "Maybe we'll go into Seattle for a couple days". Also at about the 25 minute mark when a viewer asks if DSP will vlog real life stuff, he will do stuff on special trips, like the "mini-trip" to Seattle in April.
It was quick, it was subtle, but it stuck out to me like a sore thumb after his earlier claims that he was saving up any excess tips etc. for future tax issues... and now he's considering going to Seattle for a couple days on his birthday. This seems accurate to me. One extra thing I'd point out, remember the August 2017 mrstupid1 hacks? One of the things shown was an Etsy purchase confirmation for what appeared to be Leanna's ring shown in April's engagement instagram posts. Leanna had tweeted on August 23rd 2016 showing off the fake ring... this Etsy purchase screencap shows the ring was ordered on August 28th 2016, and arrived by mid September (from China of course). So I'm guessing one of two things happened:
Leanna purchased the ring ahead of time.
DSP knew about the 'fake ring' tweet & agreed to order the ring she wanted, and did so less than a week later.
I'm heavily leaning towards the latter here... which means his blow up during the February 2017 Twitch & Chill was either because he completely forgot this, or it was a fake freakout & he knew about this fake ring all along.

Phil and Leanna both don't have a personality that is suited for an honest relation, and you can get along with all the lies and fake feelings for just that long until your cloud castle crumbles and you are confronted with the bitter reality. Phil has no excuse for being bad at FighterZ, its so easy to do basic combo's and string shit together, for fuck sake i have 200k points i'm in the top 2k in europe and in other fighting games i struggle to do a basic fireball.
As a former pro phil has absolutely no excuse other than his own incompetence. He can try to use lag but the game shows you the frame delay, in most of his matches from launch day he was fighting in 2-5 frames of delay, i recall only one match where it jumped up to 9.
If he thinks matches are near impossible now just wait until he runs across the thousands of Goku Blacks, Goku/Vegeta Blues.
