I'm not going to give a Teen Vogue article a click, but this was actually a problem with some of the older tests like the original MMPI from the 1940s. They pretty much surveyed a bunch of college students (at a time when college attendance was considerably less common than today), defined that as "normal", and then scored you on how close to that norm you were. Minorities really did tend to have higher rates of "abnormal" scores on there.
But they revised that test back in the 80s for just this kind of reason, and I'd be very surprised if anyone was still using a test with a racial skew to it today.

The depression test is now a series of six questions: do you consider yourself a failure/disappointment, do you want to kill yourself, do you emotionally eat/starve, do you sleep too much/little, are you feeling hopeless, do you have no joy in your life. It can’t be more neutral than that.
